- Who can apply
- U.S. citizens enrolling full time at an accredited trade school, community college or college who are FRA members or their spouses, children, grandchildren or great-grandchildren, or (non-member track) who have a personal or family connection to service in the U.S. Navy, Marine Corps or Coast Guard.

- Recipients are chosen on financial need, academic standing, character and leadership. FRA's separate Americanism Essay Contest is a different program.
