- Complete the online application with required documents and proof of legal blindness, and complete an interview with the state NFB affiliate president.

- Legally blind students residing in the U.S., DC, or Puerto Rico pursuing full-time postsecondary degree study at a U.S. institution, including high school seniors entering college; finalists must attend the NFB National Convention in July.

- Awarded on academic excellence, community service, and leadership. The 2026 cycle required applicants to be at least 18 by the convention date.
